Credible Teaming Partner

MTR was born out of the largest peacetime mobilization of training services in history, in 2002-03 when many of our personnel supported the creation and "rollout" of security screening personnel for the newly formed Transportation Security Administration (TSA) at 429 commercial airports in the United States and territories. Established by the Aviation and Transportation Security Act (ATSA) signed into law by President George W. Bush on November 19, 2001, TSA became part of the newly created Department of Homeland Security (DHS) created to oversee security in all modes of transportation. MTR personnel supported:

  • Various prime and subcontractor businesses to recruit, qualify, hire, train, and assess over 45,000 newly hired airport security officers in a congressionally mandated six-month timeline.
  • Served in instruction, evaluation, expert, and quality assurance roles.
  • Oversaw call centers, test article and prop bag development, warehouse management, logistics, and travel deployment.
  • The deployment of over 2,500 instructors to hotels and training centers at/near every commercial airport, along with the equipment, manuals, and technology to deliver leader-led classroom training to certify the newly hired security officers. 
  • The development of and training and management support for the congressionally/ATSA mandated annual proficiency review to evaluate all security personnel annually from 2004-2010.


In November 2006, key personnel from the TSA rollout came together to form MTR with the goal of being a trusted and reliable teaming partner to continue supporting TSA on
Lockheed Martin's Specialized Security Training (SST) IDIQ contract and expand to support other contracts, programs, and clients.

In January 2021, MTR was honored to be invited by SAIC to participate in SBA’s Mentor Protégé program that helps promising small businesses to gain capacity and win contracts through partnerships with experienced companies. This is a high honor as large government contractors generally participate in a small number of these partnerships at a time.

Our Brand

Inspired by MTR’s aviation security roots, the logo icon uses the top view of an aircraft's tailfin and repeats it three times; rotated evenly by 33% creating a unique shape. Take a second glance at the entire shape and you'll see the top view of a fighter jet with its wings back. Take a third look at the white space and you'll see an airplane propeller.


We are proud of our aviation security roots and are grateful for our growth into many other industry, corporate, and government capabilities.

With a principal office in Denver, Colorado's vibrant Ballpark District near Coors Field baseball stadium, we are currently registered with employees/contractors in 26 states who are actively supporting virtual and on-site projects at Continental United States (CONUS) and Outside the Continental United States (OCONUS) sites. Qualified, and vetted personnel are available for immediate support and we host a large database of pre-screened candidates from a wide variety of industry and niche positions who we can quickly activate. Our professional team members rapidly assimilate into each client’s company culture.

We are an active member of HUBZone Council; a non-profit trade association comprised of a group of companies and organizations working together to improve and support the HUBZone program and small business community.


Since 2008, MTR is a certified SBA HUBZone small business. SBA designed the program to help fuel growth in historically underutilized business zones. Qualifying companies have a principal office in and at least 35% of employees live in a HUBZone. The program creates employment opportunities and supports economic growth for these areas. 


Through partnerships with the City & County of Denver, the local neighborhood association Ballpark Collective, and other community partners, we are an actively supporting the growth of the HUBZone district of our principal office in downtown Denver. Through our registration in 26 states and growing we recruit team members from HUBZones across the country.
